Ward: Albany

For your information, a further update on Package 3 of the Whenuapai and Redhills wastewater project. As you’re aware the purpose of this project is to enable permanent wastewater connections to the Redhills area, which will bring an end to wastewater tankering in Redhills.

Update about Package 3 – Pipeline B works

• Construction will start on this pipeline in early September 2025. It is estimated that this section of works will take approximately seven months to complete.

• Pipeline B is a local network connection which will service the Cardinal West development.

• Once the pipeline B works are completed and once some additional connection works are completed the permanent wastewater infrastructure for the Cardinal West development will be complete and the current temporary wastewater tankering solution will be able to be brought to an end.

Current works – Southern Redhills gravity wastewater pipelines – Package 3 – Pipeline A

• The objective of this project is to enable permanent wastewater connections to the Redhills area.

• Our project team started construction of pipeline A late last year. These works are progressing well, and we estimate these works will be finished by the end of November 2025.

Completed – Package 3 – Pipeline D

• We have finished laying the new wastewater pipe – pipeline D. The total length of this wastewater pipeline was approximately 293 metres.

Council Ward - Albany

For your information, Watercare will be installing new odour filters on existing air vents along the Northern Interceptor pipeline on Schnapper Rock Road. These filters will replace some of the existing air vents along the pipeline. The new units are designed to reduce unpleasant smells by filtering odours more effectively before they can affect nearby residents.

Work is scheduled to begin on 3 August 2025 and is expected to take approximately 3 weeks. The below map outlines to extent of the works:

Expected community impacts

• Noise and Vibration: there will be some construction noise and vibration, but all work will comply with Auckland Council regulations and be kept to a minimum where possible.

• Temporary Fencing: the work areas will be secured with temporary fencing for safety.

• Site Reinstatement: all affected areas will be fully restored once the work is complete.

• Vehicle Access: the team do not expect to block access to any driveways. If temporary restrictions are needed, they will inform property owners in advance.

Traffic and Pedestrian Changes: there may be short-term changes on Schnapper Rock Road, including:

• Narrowed traffic lanes

• Lower speed limits

• Footpath reductions or pedestrian detours

Please see below for the response to the Board questions at our workshop on the 22 July regarding the Devonport 2 watermain project.

We are still in our early days of conversations with Auckland Transport on the traffic management, so we expect to have more detail on this topic as this conversation progresses. We are hoping to have more surety and detail for our next update to the Board in early 2026.

Re: Suggestion that Watercare investigate the alleyway between Harley Road and Hart Road as an alternative route alignment.

We can confirm that this option was investigated during the route selection process. The alleyway, called Hartley Close, ranges from 18m wide on the road way then narrows down to 1.8m wide on the walkway. Unfortunately, it is already occupied by the 800mm Takapuna West branch concrete sewer, and a 200mm PE watermain. There is insufficient space to place the new watermain. Consideration was given to acquiring private property along this route to wider the corridor, however this was discounted as likely too costly and time prohibitive.

RE: more information about whether Watercare considered an alignment, like the below, which could be significantly less disruptive. Generally, more information about the different routes considered.

Many options were considered however there were 6 main options, as outlined in the below map:

From the assessment process, Option D2-2 (the alignment presented to the local board) was the preferred route. The primary reasons for the selection of this route are that:

• Construction over estuaries and the foreshore is less optimal due to the challenging nature of these environments. Projects in these areas typically take longer to complete, result in assets that require more frequent maintenance, and are significantly harder to maintain. Additionally, there are substantial heritage, social, environmental, and mana whenua considerations. The consenting process, land acquisition, and securing property easements are likely to be costly and time-consuming.

• This option still offers a major benefit by significantly reducing construction activity on the main arterial road, thereby minimising disruption to the community. While there will be works on minor side streets, we are expecting to be more manageable. Construction on Lake Road could potentially be managed through traffic diversions and single-lane traffic control.

For your information, Watercare will be upgrading the watermain along Agincourt Street in Glenfield as part of Watercare’s renewals programme. These upgrades are essential for replacing aging infrastructure that is more prone to breaks, helping to ensure a more secure and reliable water supply for your area.

Works are expected to get underway from Monday 11 August 2025 and are expected to take 8 weeks.

Expected community impacts

• Some noise may be generated during construction, but this will be kept to a minimum and will comply with Auckland Council’s noise regulations.

• We do not anticipate any disruption to vehicle access to properties. However, if temporary restrictions are required, residents will be notified in advance.

• Water meters may be replaced as part of these works. If a meter is inaccessible and requires relocation, the team will contact residents before entering their properties.

Toward the end of the project, we will need to undertake a water shutdown. We will notify residents five days in advance of the shutdown, and it will be planned at a time that will minimise disruption.

Temporary traffic changes will be in place on Agincourt Street, including:

• Reduced on-street parking

• Narrowed Lane widths

• Lower speed limits

• Pedestrian detours or reduced footpath width

• Stop/Go traffic management systems

These upgrades are essential for replacing aging infrastructure that is more prone to breaks, helping to ensure a more secure and reliable water supply for your area.

• Typical working hours from 7:00am to 6:00pm, Monday to Friday and occasionally on Saturday.

• Some noise may be generated during construction, but this will be kept to a minimum and will comply with Auckland Council’s noise regulations.

• We do not anticipate any disruption to vehicle access to properties. If temporary restrictions are required, we will notify residents in advance.

• Water meters may be replaced as part of these works. If a meter is inaccessible and requires relocation, we will contact residents before entering their property.

Toward the end of the project, we will need to undertake a water shutdown. The team will notify residents five days in advance of the shutdown, and it will be planned at a time that will minimise disruption.

For your information, Watercare will begin work to upgrade a section of watermain along Bertram Street, Warkworth (see map below). These works are a part of Watercare’s Renewals Programme which replaces aging watermains, reducing the risks of leaks and disruption to the water supply of Warkworth. The works are expected to get underway from Tuesday 26 August and are expected to last 5 weeks.

Expected Community Impacts

• Work hours will typically be from 7.00am – 7.00pm, Monday to Friday.

• The work may generate some noise, but it will be kept to a minimum and within levels approved by Auckland Council.

• Toward the end of the project, there will need to undertake a water shutdown. The team will notify affected parties five days in advance of the shutdown, and it will be planned at a time that will minimise disruption.

• Water meters serving properties may be replaced during these renewal works – the team will notify property owners if they need to access any properties.

There will also be the following temporary changes along Bertram Street and surrounding streets in Warkworth:

• Reduced on street parking

• Reduced lane widths

• Reduced speed limits

• Pedestrian detours/reduced footpath width

• Stop/Go traffic control in operation

For your information, it looks like works are progressing on the Snells/Algies Saline Intrusion Rehabilitation Project. As a reminder – this involves replacing 48 manholes and relining over 2kms of wastewater pipeline that runs along the foreshore of Algies Bay and Snells Beach to the Snells Wastewater Treatment Plant.

This project is needed to prevent seawater from entering the wastewater network particularly during high and spring high tides. Seawater is highly corrosive and can lead to significant damage of pipes, pumps, and other critical components within the wastewater treatment plant. The project will ensure the local network continues, conveys and treats wastewater while reducing the likelihood of leaks into the marine environment, safeguarding both public health and marine ecosystems.

The team are planning to begin establishing the sites and laydown areas from late August, aiming to start work in September.

The below map outlines the extent of the works:

Expected community impact

• Timing: between 7am and 5pm, Monday to Friday. Please note that activities are tide-dependent. Any changes to the schedule will be communicated in advance.

• Access: The pipeline will be accessed via manholes located in public reserves, roadways, and private properties. Due to the nature of the work, crews may operate across multiple sites simultaneously during the project period.

• Worksites: A section of the Algies Bay Reserve Carpark and the berm off Heron Lane will be occupied for the duration of the project. However, we will make every effort to minimise disruption to pedestrian access and pathways

• Private Property: If access to property is required, residents will be notified ahead of time.

• Safety: Work will occur near sewer manholes. Safety controls such as fencing and signage will be in place to protect both the public and our workers.

• Noise: Some noise is expected during the works, but it will be kept to a minimum and within levels approved by Auckland Council.

For your information, Watercare will soon be submitting a landowner approval request for Lynn Reserve in Bayview. The project aims to remediate a wastewater pipe within Lynn Reserve that suffered damage during the January 2023 flood events.

Watercare plans to commence construction in late October, with the works anticipated to last for approximately two months. The area of the damaged pipeline is illustrated in the map provided below for your reference.

The scope of the works includes constructing a 12-meter long retaining wall, implementing scour protection measures, and reinstating the stream bank. These efforts are intended to safeguard the wastewater asset and prevent any future failures. It is worth noting that the construction will utilize the existing gravel footpath for access, which may cause some temporary disruption to public use of the reserve. However, there will be no long-term impact on the park's facilities.

More detailed information will become available through the landowner approval application process. In the meantime, please feel free to reach out if you have any questions.

Update 29 August 2025

Apologies as it’s been a long time since I’ve updated the Board on this project. As a reminder the Waiwera Water and Wastewater Servicing Project is a $40 million project that involves building a new wastewater pump station at the existing Waiwera Wastewater Treatment Plant site and a new 4.6km wastewater pipeline to the existing Hatfields Beach Pump Station. In addition to improving wastewater infrastructure, a new watermain will be installed to boost the local water supply network. This watermain will be fed by the existing Waiwera Water Reservoirs.

Once complete, this project will allow for additional capacity ensuring that the wastewater network is able to keep up with population growth in Waiwera, Hatfields Beach and surrounding areas. The new watermain will also enhance the resilience of the water supply, ensuring a secure and consistent service for the community. The below map outlines the extent of the project:

The exact dates for the project are still to be confirmed however it is looking likely that it will get underway in late 2025 and it will be complete by late 2026.

As a reminder - Watercare has LOA for a construction support area in Hatfields Reserve and the team currently expect to be onsite in late September/early October.

In terms of construction, the exact mix of drilling and trenching is still being determined by the contractor. However, we do know that it will likely involve stop-go traffic management on Hibiscus Coast Highway. The Traffic Management Plan is currently being finalised with Auckland Transport and we will know more when that is approved.

As the project is progressing towards construction now, I expect to be able to regular update the Local Board on progress.
